This personal cosmic baseball game was played between former and current chief executives from Puerto Rico and the District of Columbia.

Washington D.C. and Puerto Rico are idiosyncratic political areas. Both are non-state political entities associated with the United States of America.

Puerto Rico, located in the northeastern Caribbean, east of the Dominican Republic and west of the Virgin Islands, was once a colony of Spain. As a result of the 1898 Treaty of Paris, Puerto Rico became a "territory" of the United States of America. Today, the Commonwealth of Puerto Rico is a self-governing unincorporated territory of the United States of America.

The District of Columbia became a formal government entity in 1802. Until 1812 the president of the United States appointed the mayor. In 1812 a City Council, also appointed by the U.S. president, managed the city. From 1821 until 1871 the mayor was popularly elected. The 1871 District of Columbia Organic Act established a territorial governor. In 1874 a three member Board of Commissioners, appointed by the U.S. president, replaced the governor. In 1975, as a result of the District of Columbia Home Rule Act, the city's residents elected their mayor.
