A Cosmic Overleague Team

The Washington Presidents were created in 1982 and consist of chief executives of the United States of America. The Presidents are always managed and coached by non-presidents. Benjamin Franklin is the longtime field manager of the team. The coaching position is frequently a stepping stone to playing status. This season's coach is the current Vice President Al Gore. For the 1999 cosmic season Martha Washington replaces the controversial Monica Lewinsky as the team's General Manager.

The Cosmic Baseball Association has suspended Clinton for the 1999 season because of his unethical behavior.

Ridings-McGiver Scale

The CBA utilizes the Ridings-McIver presidential rating system. The number used in the Ridings-McIver Rank on this roster represents the overall rating based on a poll conducted by William J. Ridings, Jr. and Stuart B. McIver. A complete explanation of the poll can be found by the authors in their book Rating the Presidents (Citadel Press. New Jersey. 1997.) The poll was started in 1989. Participants are mostly from the academic community including historians and political scientists. Twelve percent of those polled were women. The poll yields six separate rankings including an "overall" ranking from first to forty-first.
